Capabilities
Roy has a long, impressive, achievement
record that has earned him respect as one of Idaho's premier
advocates of significant public policy issues before the federal
and Idaho state governments. The Idaho Year book describes him
as "a lobbyist extraordinaire...respected for his wise
counsel...[and] a powerful behind the scenes player."
Roy is widely recognized to have stronger ties and connections,
and better insight into the upper reaches of Idaho state
government than most who are employed in it.
Roy's practice focuses on Idaho energy and environmental
regulation as well as Idaho legislative and public policy
lobbying. He regularly represents clients as an Idaho lobbyist
and as counsel before Idaho State Government departments and
agencies of the federal government. His experience includes
successfully managing a wide range of complex Idaho and federal
public policy issues.
He serves as a Senior Environmental Regulatory Advisor to
several major Idaho based corporations - including American
Ecology Corporation and CH2M Hill/Washington Group
International, The Idaho National Laboratory's environmental
remediation contractor.
Roy also serves as a Director of Avista Corporation, a $1.3
billion electric and natural gas utility serving 3 western
states and a Director of Idaho Independent Bank, one of the
largest state chartered banks serving Idaho.
Before entering Idaho public law practice in 1984, Roy was
Special Assistant to the Administrator of the Bonneville Power
Administration of the U.S. Department of Energy. Prior to that
he served as Chief of the Legislative and Administrative Affairs
Division of State of Idaho as well as an Ada County Deputy
Prosecuting Attorney.
Roy is a graduate of the Executive Management Program of the
Dartmouth School of Business Administration and attended
Georgetown University College of Law and the University of Idaho
College of Law, where he received his Juris Doctrate.
